CARITAS MAURITANIA IS RECRUITING AN ANIMATOR TO SUPPORT THE CEREAL BANK AND PRODUCTION OF DECLINE CROPS FOR THE “PASARC” PROJECT



I - GENERAL CONTEXT
Caritas Mauritania is an association under Mauritanian law born in 1972, in time of great droughts. From the 1980s, without excluding equities urgently, it is oriented towards development, in the form of integrated projects targeting a large part of the poor population of a rural or urban area. In rural areas, it targets the most vulnerable populations and seeks to improve the food security, access to water, literacy and training, protection of the environment, the management of natural resources, the organization according to the approach sector, capacity building for civil society, financial autonomy through support for the creation of AGR.

It operates in the southern Brakna area in the departments of Boghé, Bababé and Mbagne for nearly 15 years, through development projects integrated, with the support of Secours Catholique Caritas France.

The Brakna Integrated Development Support Program (PADB) conducted from 2008 to 2012 in 40 villages (funded 75% by the EU), was already targeting the most vulnerable (64 OPAs including 12 women) through deliberately broad and integrated support (literacy, training and capacity building, support for the creation of IGAs, access to water, support for agriculture, fishing, livestock, small businesses) which laid the databases of community organizations, in particular OPAs.

Then the Food Security Support Project (PASA) from 2014 to 2018 (50% funded by the French Development Agency) focused its action out of 26 villages with a potential for valuable land due to their proximity to the Senegal River, and the necessary foundations (laid by the PADB) for the structuring of takeover bid. PASA built the capacity of 50 OPAs, including 9 women, gave them means of production (community investments) and organization of storage villagers for food security.

As part of the activities aimed at improving and securing the food production, PASA has supported the development and growth of yields of 2 cropping systems, in this case the articulated irrigated system around rice growing and market gardening and that relating to traditional crops of decline. The beneficiaries of the various support, accompaniment and capacity building are the farmers organized within the Agricultural Professional Organizations (OPA), in particular cooperatives rice fields, market gardening and flood recession economic interest groups.

In addition, an innovative system of cereal banks, made up of 2 stocks (safety stock and commercial stock) with multiple rotation, has been set up on an experimental basis in 5 villages in the departments of Boghé, Bababé and M’bagne covered by the project. Breaking with the after-sales service which constituted a response economic situation, these banks were designed as long-lasting structural tools. Rural civil society is closely supported in taking charge of this food safety device. A capitalization of this experience has already been started within the framework of the PASA so that it can possibly be reproduced elsewhere.

The Food Security and Climate Resilience Support Project (PASARC) financed up to 77% by the European Union within the framework of the support of the Mauritanian Alliance against Climate Change (AMCC2) to local adaptation and mitigation initiatives, took over from PASA for a duration of 4 years (February 2019 – January 2023). After an administrative suspension of 10 months, project activities resumed for a period of 18 months, starting on the 1 st February 2023.



II - OBJECTIVE OF THE JOB
The project provides, within the framework of the support for agricultural production and creation cereal banks, closer support through the recruitment of a facilitator to support the implementation of activities specific to the production of flood recession crops and support for management cereal banks.

Under the supervision of the project manager, the facilitator is responsible for identifying, planning, execute, monitor, evaluate and capitalize on support activities for the production of flood recession crops and those related to cereal banks (BC).



III - DESCRIPTION OF TASKS
The facilitator in support of the implementation of flood-recession crop production activities and support for the management of CBs will carry out the main specific tasks following:

Support for the production of flood recession crops

 Monitor flood recession campaigns (collection of yield data after each campaign);
 Prospect with each purpose of water withdrawal from the field to identify the possible insects (diseases) or crop attacks;
 Provide advisory support to flood recession operators both technically and the plan for the management and organization of their activities (monitoring of working capital);  Contribute to capacity building of flood recession operators;
 Facilitate visits and sharing of experiences between flood recession EIGs;
 Promote a synergy of actions between the flood reduction EIGs and the CB EIGs or the irrigated cooperatives;
 Contribute to setting up a sustainable management mechanism for stocks of seeds and/or phytosanitary products;
 Collect campaign production data and produce reports of activities (monthly);
 Maintain the campaign tracking sheet (output data);
 Report to the hierarchy on the progress and progress of the activities of the shutter ;
 Measure the effect/impact of the activities of flood recession EIGs, in particular the constitution of stocks of security seeds and phytosanitary products on yields agriculture and living conditions of producers;
 Make a periodic review of the activity of the flood recession GIEs;
 Perform any other task related to supporting the production of flood recession crops.

Cereal banks component
 Animate and sensitize the populations of the beneficiary villages to adhere more to BC EIGs;
 Support the management committees of the GIE in the operations of orders and marketing of basic necessities from the commercial stock;
 Support GIE management committees in collection, storage and marketing of grain stocks from the security stock compartment;
 Support EIG management committees in the regular collection of data related to the evolution of cereal prices on the local market;
 Support the sustainable, transparent and democratic management of the resources layout;
 Support the management committees (COGES) in mastering the procedures for sale or transfer of products and the system for recording entries and releases, regular inventories of safety and commercial stocks;
 Support COGES in the use of CB management tools;
 Produce mission reports;
 Collect the data of the achievements and transmit them to the person in charge of the component “Food Security and Livelihoods” for reporting of activities (monthly and half-yearly);
 Report to the hierarchy on the progress and progress of the activities of the shutter ;
 Perform any other task related to the BC component.



IV- WORKING CONDITIONS The facilitator will work under the supervision of a component manager and in collaboration with the monitoring/evaluation officer, under the hierarchy of a head of project, with regular trips to the villages of the intervention area of the project.

Possible trips to Nouakchott are to be expected as part of the meetings with the CM headquarters team or external missions.



V- - LOCATION

The position is based in the field in Boghé.



VI - TRAINING
BAC+3 level/University or higher institute: degree in Social Sciences, Nutrition, Environmental Sciences, Economics…



VII - PROFESSIONAL EXPERIENCES
At least three (03) years in an animation position or similar in the fields of food security with experiences in support of OPAs within a NGO, a reputable organization.



VIII - TECHNICAL SKILLS
 Experience in setting up and developing agricultural value chains and cereal banks;
 Skills in support of actors in a support process the establishment of innovative sectors;
 Experience in monitoring and reporting project activities development;
 Knowledge and skills in data collection methods;
 Experience working with community groups;
 Excellent level of written and oral communication;
 Knowledge of local languages (pulaar, hassanya) is a plus.



IX - QUALITY OF THE CANDIDATE
 Ability to lead and coordinate activities in the field;
 Capacity for analysis and synthesis, planning of activities, rigor and battery life;
 Taste for teamwork;
 Ability to work and live in rural areas.
