Instructions to bidders


By submitting their bid, the bidder accepts in full, without restriction, the general and specific conditions governing this contract, as the sole basis for this tender procedure, regardless of their own terms of sale, to which they hereby renounce. Bidders are deemed to have examined carefully all forms, instructions, contractual provisions, and specifications contained in this tender dossier and to adhere to them. The bidder who does not provide within the required timeframe all the information and all necessary documents will have their bid rejected. No reservation made in the bid relative to the tender dossier can be considered; any reservation may lead to the immediate rejection of the bid without further evaluation.

These instructions to bidders define the rules for submission, selection, and implementation of contracts within the framework of this tender.

1. Purpose of the service

The purpose of this contract is the purchase and installation, by the holder, of ten (10) grain mills. The mills are to be delivered and installed in 10 villages in the moughataa of Mbout in Gorgol.

The expected specifications are as follows

The brand is the HATZ E 89 hammer mill or equivalent that meets local maintenance conditions. The required power must be between 9 to 11 HP.

2. Localities concerned

The mills are to be delivered and installed in the following villages:



The supplier must deliver equipment of the latest manufacture available whose CO2 production is minimized.
Ten empty drums must be available to receive the waste oils and store them pending their recycling or reuse. Similarly, a sealed bin must be available for products resulting from the maintenance and repair of the grain mill.

The exhaust pipe of the mill will be extended outside the shelter to avoid contaminating the products and the users.

3. General Conditions
a- Monetary Unit


The monetary unit for the execution of the contract subject to this consultation is the Mauritanian currency in force, the ouguiya (MRU).

b- Documents constituting the submission

The offer presented by the candidate shall include, under penalty of nullity:

• A financial offer comprising:
✓ Submission letter;
✓ The quantitative estimate;
✓ The NIF certificate;
✓ The R.I.B for the bank account.
✓ The tax compliance certificate
✓ The CNSS compliance certificate
✓ The execution period of the contract

Note: It is mandatory to present all legal administrative documents, currently valid: NIF certificate, tax compliance certificate, and CNSS compliance certificates. The non-delivery of any of the mentioned documents, is cause for immediate rejection of the file.

• A technical offer comprising the following information:
✓ Presentation of the bidder;
✓ A detailed description of the goods offered according to the technical specifications including, where applicable, the required documentation.
✓ Certificates from contract authorities of contracts executed by the bidder proving that the said bidder has carried out similar works under satisfactory conditions;
✓ Lists of materials and equipment available for the performance of the contract including those that the bidder proposes to acquire for the project's needs;
✓ A Methodological Note describing the execution program, the deadline, the methods, and means to be implemented for each work corps;
✓ A general schedule of works established in a manner to respect the contractual deadlines.
✓ The number of labor force to be used by category and by work corps.

c- Validity of offers

Bidders remain bound by their offers for a period of at least 90 days.

d- Submission of offers

Offers must be received before the specified deadline. They must include all the documents specified in these instructions and be physically deposited at Caritas's secretariat at the following address:

• All offers must reach the address indicated in point e above by no later than April 21, 2025, at 16:00.

• A signing-in list is used to record offers on their date of receipt

• All offers, including annexes, as well as all supporting documents must be presented in a sealed envelope containing only:

Technical and financial offers must be placed in a single sealed envelope.

• Any modification or withdrawal of the submitted offer must be made before the deadline for submission of the offer, in the same conditions as indicated above

• Date and time limit for receipt of offers

Offers are to be deposited by no later than April 21, 2025, at 16:00. Any offer submitted after this date will not be considered.
Candidates are invited to mention their email address to subsequently receive the publication of results.
Candidates who have submitted their proposals are invited, on Tuesday, April 22, 2025, at 10:00, to the opening of envelopes at the Caritas Directorate. Each candidate or representative of the candidate presents their financial offer. In the absence of a candidate, their financial offer will be presented by a member of Caritas's contracts commission.

e- Evaluation and comparison of technical offers

The analysis and evaluation of technical offers will be based on the following qualification criteria:
• Technical references
✓ Experience of the provider,
✓ List of personnel,
✓ List of equipment,
✓ Certificates of good performance for similar works
✓ A Methodological Note describing the works to be undertaken
✓ Work planning
✓ Staff organigram for the work site

• Equipment
The availability and suitability of the necessary equipment for the performance of the works. In any case, the supplier is required to have the necessary and well-functioning equipment for the works.

f- Awarding of the contract

The technical offer will be scored out of 60 points and the financial offer will be scored out of 40 points and the total of both will be out of 100 points. Offers will be scored according to the evaluation grid of Caritas.
Offers that have passed the technical evaluation will proceed to the next phase. During the final evaluation, economic offers (that are within the limits of the available budget) will be scored from highest to lowest, the most economical offer obtaining 40 points and the score of others decreasing according to the weighted value of this base. The contract will be awarded to the bidder who has obtained the highest overall score at the end of the technical and economic evaluation.

g- Publication of results
One week after the examination works, the Director or his/her delegate publishes the results. An email is thus sent to all candidates to inform them of the choice and motivations of the contracts commission.

h- Payment terms
• Advance for the start of works at 50% of the contract amount.
• Payment of 45% at the provisional reception
• Retention guarantee of 5% which will be paid at the definitive reception.

i- Execution period
The execution period of the works is 30 days and starts from the date of signing of the contract.

j- Cancellation of the tender procedure
In case of cancellation of a tender, bidders must be notified of the cancellation by the contracting authority. When the tender is canceled before the opening session, the unopened and sealed envelopes are returned to the bidders.

Cancellation can occur in the following cases:

• when the tender is unsuccessful, i.e., when no offer worthy of being retained on a qualitative and/or financial basis has been received or when there has been no response;

• when the technical or economic elements of the project have been fundamentally altered;

• when exceptional circumstances or force majeure make normal implementation of the project impossible;

• when all technically compliant offers exceed the financial resources available;

• when there have been irregularities in the procedure, having notably prevented fair competition;

• The award is not in accordance with the principle of good financial management.

The contracting authority will in no case be obliged to pay damages, including without restriction damages for loss of profits, related to the cancellation of a tender, even if the contracting authority had been informed of the possibility of damages. The publication of a tender notice does not in any way bind the contracting authority to implement the program or the project announced.

k- Remedies

If a bidder feels aggrieved by an error or irregularity committed within the framework of a selection procedure or contract award, they have a period of one week to file their complaint at the secretariat of Caritas Mauritania. Their complaint will be processed within three business days.
