INTERVENTION PROMOTER:
Caritas Mauritania has been managing human promotion and development projects in the country for over forty years. It has extensive experience in implementing rural development projects. Caritas' actions are based on the identification of groups through a close relationship, support for strengthening their analytical capacities, and the support of their projects derived from these analyses, in their diversity.Among its partners, Caritas Mauritania maintains a close relationship with Caritas Spain. This partnership is expressed through:
Thus, since 2012, Caritas Mauritania with the support of Caritas Spain has been implementing a rural development project in the Monguel moughataa. Another project conducted in the southern Brakna region, funded by the EU until 2012, was evaluated very positively with good results obtained in the establishment of infrastructure (small irrigated perimeters, rural animation, structuring of producers, seeking synergy with other development actors including local authorities and technical services). An integrated development project with village communities was also implemented from 2008 to 2010 in the Maghta-Lahjar moughataa, with public funds from the Canary Islands.
In 2014, Caritas Mauritania designed a new community development project in the M’Bout moughataa, north of Gorgol. It partnered with Caritas Spain for its design and implementation. Both entities submitted it to the review of the Spanish Cooperation, the AECID, through the "Convenio" (Convention) call for projects. The term "Convenio" is used in the rest of the document. This first convenio will be followed by another in 2018 and a third in 2022.
The AECID funded a first convenio within the framework of its 2014 call for projects, followed by a second in 2018 and a third in 2022, the latter currently in progress under the title: "Promoting agricultural development, sustainable economic promotion and local governance with a focus on women and youth." and code 002022/PCONV/000401. Within the framework of development and under the budget of this third convenio, the works published in this specification will be carried out.
General objective
Contribute to the fight against poverty and food and nutritional insecurity of the most vulnerable populations of the M'Bout moughataa through rural development, sustainable economic promotion, and local governance with a particular focus on women and youth.
Specific objectives
SO1 Sustainably develop agriculture in the selected villages of the M’Bout moughataa to ensure an increase in the availability of quality food with an agroecological approach.
SO2 Improve physical and economic access to food by creating productive and income-generating activities in the M’Bout moughataa.
SO3 Strengthen local governance of food and nutritional security by engaging duty bearers through a change-oriented approach and promoting equality in the M’Bout moughataa.
SO4 Promote effective, transparent, and quality aid, within the framework of the ABDH, strengthening the capacity of Caritas staff as responsible actors, open to learning processes.
Instructions to bidders
By submitting its offer, the bidder accepts in full, without restriction, the general and particular conditions governing this market, as being the sole basis of this tender procedure, regardless of its own conditions of service provider, to which it declares to renounce. Bidders are deemed to have carefully examined all the forms, instructions, contractual provisions, and specifications contained in this tender dossier and to comply with them. The bidder who does not provide within the required timeframe all the necessary information and documents will have its offer rejected. No reservations made in the offer concerning the tender dossier can be taken into account; any reservation may lead to the immediate rejection of the offer without further evaluation.
These instructions to bidders define the rules for submission, selection, and implementation of contracts under this tender.

a- Monetary unit
The monetary unit for the execution of the market subject of this consultation is the Mauritanian currency in force, the ouguiya (MRU).
b- Documents constituting the submission
The offer presented by the candidate will include under penalty of nullity:
a. The submission letter in accordance with the model, completed, dated, signed, and, if applicable, accompanied by a written proxy from the signer of the offer to engage the bidder.

Bidders will remain bound by their offers for a period of at least 60 days.
d- Language of offers
The offers, correspondence, and documents associated with the offers exchanged between the bidder and the contracting authority must be written in the language of the procedure, which is French.
e- Tax and various rights
This market is tax-free due to Caritas' exemption from VAT.
f- Submission of offers
Offers must be received before the specified deadline. They must include all the documents specified in these instructions and be submitted at the following address:

Technical and financial offers must be placed in a single sealed envelope.
Offers are to be submitted no later than May 14, 2024, at 4:00 PM. Any offer submitted after this date will not be considered.
Candidates are invited to mention their email address to subsequently receive the publication of the results.
Candidates who have submitted their proposals are invited, on Tuesday, May 15, 2024, at 10:00 AM, to the opening of the bids at the Direction of Caritas. Each candidate or candidate's representative presents his financial offer. In the absence of a candidate, his financial offer will be presented by a member of the Caritas market committee.
g- Evaluation and comparison of technical offers
The analysis and evaluation of the technical offers will be based on the following qualification criteria:
The availability and adequacy of the necessary equipment for the realization of the market. In any case, the Contractor is required to have the necessary equipment in good working condition to allow the delivery of the products to their destinations in very good conditions.
h- Award of the contract
The technical offer will be scored out of 60 points and the financial offer out of 40 points and the total of both will be out of 100 points. Offers will be scored according to the Caritas evaluation grid.
Offers that have passed the technical evaluation will proceed to the next phase.
In the final evaluation, the economic offers (which are within the limits of the available budget) will be scored from the highest to the lowest, with the most economical offer obtaining 40 points and the score of the others decreasing according to the weighted value of this base.
The contract will be awarded to the bidder who has obtained the highest score at the end of the technical and economic evaluation.

The contractual period of the works is 45 days and runs from the date of signing the contract.
k- Dispute and litigation
If during the works, a dispute arises between Caritas Mauritania and the Contractor and no amicable solution is found, the dispute is submitted to the competent courts which will decide according to the rules in force in Mauritania.
