1. This request is open to companies in the field of construction in Civil engineering legally constituted in Mauritania.
2. Miscellaneous taxes and duties: The market is exempt from all taxes.
3. Currency of offers: Offers must be denominated in ouguiya.
4. Signature of the contract:The contract will be concluded between Caritas Mauritania and the Contractor who will be selected.

GENERAL CONDITIONS
1. MONETARY UNIT
The monetary unit for the execution of the contract subject to this consultation is the currency Mauritanian law in force on ouguiya (MRU).
2. DOCUMENTS CONSTITUTING THE SUBMISSION
The offer presented by the candidate will include, under penalty of nullity:
a. The submission lettercompliant with the model completed, dated, and signed.
b. A financial offer including:
1. The unit price schedule completed in its entirety, signed and initialed;
2. The estimated and quantitative estimate signed and initialed;
3. The commercial register.
4. A R.I.B Certificate for the bank account.
5. The tax regularity certificate
6. The CNSS regularity certificate
c. A technical offerincluding the following information:
1. The detailed description of the goods offered in accordance with the technical specifications including, where applicable, the required documentation.
2. Certificates from the project owners of contracts executed by the bidder proving that the said bidder has carried out under satisfactory conditions similar works;
3. Lists of materials and equipment available for carrying out the contract including those that the bidder intends to acquire for the needs of the project;
4. A methodological note describing the execution program, the deadline, the methods and means to be implemented for each body of work;
5. A general work schedule established so as to respect contractual deadlines.

VALIDITY OF OFFERS
Bidders will remain committed to their offers for a period of 60 days.

5. TAXES AND OTHER CHARGES
This contract is exempt from import taxes, VAT and stamp duties. and recording.
6. OPENING OF OFFERS
a- Candidates who have submitted their proposals are invited, on Tuesday May 7, 2024 to 10:00 a.m., when bids are opened at Caritas Management. Each candidate or candidate representative presents his financial offer. In the absence of a candidate, its financial offer will be presented by a member of the markets commission of Caritas.
A report will be drawn up by the commission and will be available on request.
b- Any attempt by a bidder to influence the procurement committee of Caritas in the procedure of examination, clarification, evaluation and comparison of offers or to influence the contracting authority in its decision relating to the award of the contract entails the immediate rejection of its offer.
7. EVALUATION AND COMPARISON OF TECHNICAL OFFERS
The analysis and evaluation of technical offers will be carried out on the basis of qualification criteria. following:
A. Technical references
1. Experience of the service provider, staff list, CV and diplomas of key personnel
2. Certificates of good execution for similar works
3. A Methodological Note describing the work to be undertaken
4. Work schedule
5. Organizational chart of site personnel
6. Compliance with TOR
7. Warranty
B. Material
The availability and adequacy of the equipment necessary for carrying out the work. In all situation, the Contractor is required to have the necessary equipment in good working order. operation for the work. At a minimum, he must be in possession of two teams of workers (not currently engaged in work).
8. AWARD OF CONTRACTS
The technical offer will be rated out of 70 points and the financial offer will be rated out of 30 points and both will be out of 100 points. Technical offers not having reached a minimum of 50 points will be immediately rejected.
Bids that have passed the technical evaluation will move to the next phase.
The formula used to establish the financial ratings is as follows:

Sf: the financial note;
Fm: the lowest priced financial proposal
and F the amount of the financial proposal considered.
The respective weights assigned to the technical and financial Proposals are:

And P = 30
T+P = 100
The overall score is obtained using the following formula:

The candidate with the highest overall score will be selected.
9. PAYMENT TERMS
10. PERFORMANCE TIME
The contractual deadline for the work is 60 days and runs from the date of signature of the contract.
11. DELAYS AND PENALTIES
In the event of non-compliance with the deadlines set above for the execution of the work, the Contractor is liable to penalties the amount of which is: 1/2,000 per day of delay of the amount of the contract.
The maximum amount of penalties is capped at 10% of the contract amount, beyond that, the contract is liable to be terminated.
12. RECEPTION OF WORK
Acceptance will be pronounced at the end of the work after observations have been made.
13. WARRANTY
The contractor guarantees the premises for three years, from the date of receipt, for any construction defect.
14. DISPUTES AND DISPUTES
If during the work, a dispute arises Caritas Mauritania and the Contractor and no an amicable solution is found, the dispute is submitted to the competent courts which will decide according to the rules in force in Mauritania.
I. PURPOSE OF THE TECHNICAL REQUIREMENTS SPECIFICATIONS
The purpose of this CPT is to specify the technical characteristics and conditions of implemented by the service provider awarded the works contract for two premises for conservation unit for storage and processing of market garden products in the communes of Boghé and Bababe.
II. NATURE OF WORK
The work consists of:
1. Installation and withdrawal of the site
2. Earthworks (all kinds of excavations and backfilling)
3. The structural work (reinforced concrete, masonry and coating)
4. Carpentry (window doors and metal grilles).
5. Waterproofing
6. Painting
7. Electricity
A) Site installation
The materials used and the execution of the work must meet the technical conditions defined by the following documents:
The laws, decrees, orders, regulations and circulars in force for all building work
Regulations and standards specific to Mauritanian administrations and public services.
The surfaces and dimensions of the building of all kinds and the planned levels and manner general, all indications in graphic and written documents cannot, under any circumstances, be modified by a company without the written consent of the project owner.
This position includes the mobilization of all human and logistical resources for the effective start of work:
- Organization of the construction site area by fitting it out.
- The different supply and transport circuits of materials to be evacuated to the public dump.
- The different storage areas for raw materials (sand, gravel, etc.) and handling.
a) Site guarding and temporary connection:
This position includes:
- Site guarding day and night throughout the duration of the work and until reception
- The company will provide sufficient personnel to properly ensure the accomplishment cement of this task.
b) Site uniform: Periodic and general cleaning
- This position includes:
- Cleaning the site and maintaining it throughout the work period,
- general cleaning for the various receptions and at the request of the Master of work.
- the withdrawal of the company and the demobilization of its equipment.
B/ Earthworks
1- Implementation
Before proceeding with the execution of the work, it is first necessary to establish the various parts of the project. For this operation, it will also be necessary to put in place the stakes whose heads will be attached to fixed markers – the installation work will be led by a technical manager of the company and will be controlled by the project manager PASARC or a member of the project team.
2-General Earthworks:
Consider straightening or leveling to provide a horizontal dimension; the platform must present a uniform surface, the stripped topsoil will be placed in deposits for use exempt.
Land settings, gravel; pebbles will be made in layers of maximum thickness of 0.25m.
The platform surface obtained must be flat and free of depression greater than 0.05m.
3 Excavations:
The excavations must be carried out manually by the descent of a man to the bottom at the condition of a surface area of 1m2 for the rectangular sections, the bottom of the excavations will be erected horizontally in plan, they must be vertical, well arranged and compacted before any concreting.
C/ Concreting work:
1- Pouring
The concrete for pouring must be poured in such a way as to obtain a uniform and compact concrete, completely covering the frames. The formwork must be filled in order to avoid separations or segregations of the concrete. the distances of the reinforcements between them, and the walls of the formwork must be sufficient to allow all voids to be filled with concrete.
The formwork must be thoroughly cleaned, free of splinters or other irregularities. from previous use and will be soaked with water before starting pouring. THE concrete is poured immediately after mixing, any concrete that has not been used for a half hour, this mixing will be rejected. And for the recovery of the half-poured concrete, it will be necessary to do inclinations of 45 degrees, then taken up with SIKA product.
2-Manufacturing and dosing of concrete:
The concrete used will be made on site, transporting the production concrete to the location The pouring will be done in such a way that the concrete will neither disintegrate nor pollute. The dosage will be approved by the project manager and must meet the following conditions:
-the dosage of aggregates (sand, gravel, cement) as well as water.
-the proportioning of the concrete will be carried out in such a way as to meet the requirements for its solidity; there water-cement proportion, its consistency, its waterproofness and the admixtures are respected.
3-Clean concrete
The cleaning concrete dosed at 150kg/m3 of concrete with mixing placed under the soles, sills and the base with a 5 cm thick layer.
4-The reinforced concrete of the soles:
The reinforced concrete of the insulated soles measuring 80x80x20 will be executed with a dosage of 350kg of cement/m3 of concrete.
5-The reinforced concrete of the stringers:
Beams measuring 20x30 which will be placed on pre-posts 45 cm wide covering, of which the concrete will be dosed at 350kg of cement/m3. following homogeneous mixing.
6-Reinforced concrete for the posts
Posts of 15x15x300 dimensions and reinforcement as indicated in the details of the reinforcements on the plans. Dosing and mixing the same as the stringers.
7-Floor paving:
The contractor will be responsible for creating paving on the ground floor of the building. This paving will be made of iron reinforced concrete diameter 6 and dosed at 350kg of cement per cubic meter with a thickness of 10 cm. it will be poured on a clean concrete placed on the form.
8-Reinforced concrete for beams:
Po1 beams measuring 15x40 as planned in the execution plans. Dosing and mixing same as stringers, posts...
9-The hollow body floor:
A 4cm thick compression slab will be erected above the slabs placed on prefabricated beams (elements) will be poured once, with homogeneous concrete; dosed with 350kg/m3.
D/ Masonry:
The hollow manufactured concrete blocks will be made with homogeneous concrete and using vibro-laying machine, they will not contain any defects, such as cracking, deformation or tearing. Their faces will be flat and their edges rectilinear, where applicable, the elements concerned must be removed from the site. Their faces intended to be coated will be rough, and will have good adhesion to the coating.
E/ Smooth coatings:
The coating will consist of:
-A finishing coat giving the appearance of the finished coating completing the waterproofing, dosage: 350kg of CPA per m3 of sand. The total thickness of the coating layer will be 2 cm at least. maximum.
Quality of finished coatings:
They will have regular, neat, flat surfaces, without wanes or bumps, free from blowholes, cracks.
The adhesion of the coatings to the supports will be perfect. No part should sound hollow under the impact of the hammer.
They will be applied to the interior and exterior walls as well as to the parapet of the building.
F/ Slope shape:
It will be made of concrete dosed at 200kg of cement/m3. The minimum thickness of this shape, at the level of the gutters must not be less than 3 cm. The developed slopes must less be equal to 1.5%.
G/ Prefabricated gargoyles:
They will be made of reinforced concrete of the same composition as the reinforced concrete in elevation, cast in special formworks and will have a very clean finished appearance. Their sections and forms will be proposed, on a sample, for the approval of the project manager, by the contractor running.

J/ PAINTING:
1-Painting on facades and ceilings:
Supply and installation of facade painting, including the following:
-surface preparation; - coating finish,
- coloring paint, - protective layer and all other constraints
-Implementation of 2 coats of paint on the relevant parts of the facades.
-1 layer of vinyl printing diluted to 10% water.
Tyrolean painting on the facades will be done in accordance with the rules of the art with all the others subjections.
2-OIL PAINTING ON INTERIOR WALLS
Includes:
- 1 Energetic and general brushing.
- 1 layer of vinyl printing diluted to 10% water.
- Raking with a knife using the ready-made coating – sanding the coating.
- A first coat of pure oil ready to use.
- A second coat of pure oil ready to use (application 3 hours after the first)
