PROMOTER OF THE INTERVENTION:

Caritas Mauritania manages human promotion and development projects in the country for over forty years. She has extensive experience in implementing rural development projects. Caritas’ actions are based on the identification of groups through a close relationship, support for strengthening their capacities analysis, and support for their projects resulting from these analyses, in their diversity.

Among its partners, Caritas Mauritania maintains a close relationship with Caritas Spain. This partnership is expressed through:

  • Funding for human promotion projects in Mauritania, including the sector rural
  • Technical support, particularly in human resources, or via consultants
  • A contribution to raising awareness of the network of volunteers and donors in Spain.


  • Thus since 2012 Caritas Mauritania with the support of Caritas Spain has been implementing a project of rural development in the moughataa of Monguel. Another project carried out in the region Brakna South, funded by the EU until 2012, was evaluated very positively with good results obtained in the establishment of infrastructure (small irrigated areas, rural animation, structuring of producers, search for synergy with other actors development including local authorities and technical services). A project of integrated development with village communities had also been implemented from 2008 to 2010 in the moughataa of Maghta-Lahjar, with Canarian public funds.

    In 2014 Caritas Mauritania designs a new community development project villagers in the moughataa of M’Bout, north of Gorgol. She joins forces with Caritas Spain for its design and implementation. The two entities submitted it for examination by the Spanish Cooperation, AECID, through the “Convenio” (Convention) call for projects. The term “Convenio” is used throughout the rest of the document. This first convenio will be followed by another in 2018 and a third in 2022.

    AECID financed a first convenio as part of its 2014 call for projects, followed by a second in 2018 and a third in 2022, the latter currently being titled: “Promote agricultural development, sustainable economic promotion and governance local with emphasis on women and young people. » and code 002022/PCONV/000401. In within the framework of development and under the budget of this third convenio, the works published in these specifications will be carried out.


    General objective


    Contribute to the fight against poverty and food and nutritional insecurity among most vulnerable populations of the moughata of M'Bout through rural development, sustainable economic promotion and local governance with particular emphasis on women and young people


    Specific objectives


    SO1 Develop agriculture sustainably in selected villages of the moughataa of M'Bout to ensure an increase in food availability for quality with an agroecology approach.

    SO2 Improve physical and economic access to food by creating activities productive and income-generating in the moughataa of M'Bout.

    SO3 Strengthen local governance of food and nutritional security by engaging duty holders through the change-oriented approach and the promotion of equality in the moughataa of Mbout.

    SO4 Promote effective, transparent and quality aid, within the framework of the ABDH, the capacity building of Caritas staff as responsible, open actors to learning processes.


    Instructions to bidderses


    By submitting its offer, the tenderer accepts all, without restriction, of the general and specific conditions which govern this market, as being the sole basis of this tender procedure, whatever its own conditions as a service provider, which he declares renouncing. Bidders are deemed to have examined carefully all forms, instructions, contractual provisions and specifications contained in this tender document and comply with them. THE bidder who does not provide within the required deadlines all the information and all necessary documents will have his offer rejected. No reservations expressed in the offer by report in the tender documents cannot be taken into account; any reservations may give rise to the immediate rejection of the offer without further evaluation.

    These instructions to bidders define the rules for submission, selection and implementation of contracts within the framework of this call for tenders.


    1. Objective of the service

    The purpose of this contract is the construction of ten (10) mill shelters.

    a- Monetary Unit


    The monetary unit for the execution of the contract subject to this consultation is the currency Mauritanian law in force on ouguiya (MRU).

    b- Documents constituting the submission
    The offer presented by the candidate will include, under penalty of nullity:

  • The submission letter conforming to the model completed, dated, signed and accompanied, if applicable where applicable, a written power of attorney from the signatory of the offer to bind the bidder.


  • A financial offer including:
    • The unit price schedule completed in its entirety, signed and initialed;
    • The NIF certificate;
    • The R.I.B for the bank account.
    • The tax regularity certificate
    • The certificate of regularity to the CNSS
  • A technical offer including the following information:
    • The detailed description of the goods offered in accordance with the technical specifications including, where applicable, the required documentation.
    • Certificates from project owners of contracts executed by the bidder proving that the said tenderer has carried out the work under satisfactory conditions similar;
    • Lists of materials and equipment available for carrying out the market including those that the bidder intends to acquire for the needs of the project;
    • A Methodological Note describing the execution program, the deadline, the methods and means to be implemented for each body of work;
    • A general work schedule established so as to respect contractual deadlines.

  • c- Validity of offers

    Bidders will remain committed to their offers for a period of at least 60 days.

    Candidates who submitted theOur proposals are invited, on Thursday May 9, 2024 at 10:00 a.m., at opening of bids to the Caritas Directorate. Each candidate or candidate representative presents its financial offer. In the absence of a candidate, their financial offer will be presented by a member of the Caritas markets commission.


    e- Evaluation and comparison of technical offers

    The analysis and evaluation of technical offers will be carried out on the basis of qualification criteria. following:

  • Technical references
    • Service provider experience, staff list, CV and diplomas of key personnel
    • Certificates of good execution for similar works
    • A Methodological Note describing the work to be undertaken
    • Work schedule
    • Site personnel organization chart


  • Materials

  • The availability and adequacy of the equipment necessary for carrying out the work. In any condition cause, the Contractor is required to have the necessary equipment in good working order for the work. At a minimum, he must have two teams of workers (not engaged currently under construction).


    f- Award of contract

    The technical offer will be rated out of 60 points and the financial offer will be rated out of 40 points and all both will be out of 100 points. Offers will be rated according to the Caritas evaluation grid.

    Bids that have passed the technical evaluation will move to the next phase.

    During the final evaluation, economic offers (which are within the available budget) will be rated from highest to lowest, the most economical offer obtaining 40 points and the score of the others decreasing according to the weighted value of this base.

    The contract will be awarded to the tenderer who obtains the highest score at the end of technical and economic evaluation.


    g- Market basis and quantities

    Payments will be made on the basis of market unit prices applied to the quantities of the work actually carried out. Unit prices are valid for quantities equal to more or minus 60% of quantitative slips. If exceeded, adjustments will be made. negotiated.

    h- Payment terms

  • Work start-up advance of 35% of the contract amount.
  • Payment of 30% upon arrival of the final chain
  • Payment of 30% upon presentation of the invoice and a provisional acceptance report.
  • 5% execution guarantee retention which will be paid upon final receipt.


  • i- Execution time

    The contractual period for the work is 120 days and runs from the date of notification of the contract.

    j- Delays and penalties

    In the event of non-compliance with the deadlines set above, for the execution of the work, the Contractor is liable to penalties in the amount of: 1/2,000 per day of delay of the contract amount.

    The maximum amount of penalties is capped at 10% of the contract amount, beyond that, the contract is subject to termination.

    k- Reception of works

    Provisional acceptance will be pronounced at the end of the work after observations have been received.

    Final acceptance will take place no later than one year after provisional acceptance.

    l- Warranty period

    The warranty period is set at one year from the date of provisional receipt and will be subject to a 5% retention after provisional acceptance.

    m- Dispute and litigation

    If during the work, a dispute arises between Caritas Mauritania and the Contractor and that no amicable solution is found, the dispute is submitted to the competent courts which will decide according to the rules in force in Mauritania.




    4. Nature of the work

    The work consists of:

  • Installation and withdrawal of the site
  • Earthworks (all kinds of excavations and backfilling)
  • The structural work (reinforced concrete, masonry and coating)
  • Carpentry (window doors and metal grilles).
  • Waterproofing
  • Painting



  • 5. TECHNICAL REQUIREMENTS SHEET


    a- Composition and hierarchy of the file

    This General and Special Technical Specifications and the file plans will form an indivisible whole to which we will refer each time the need requires it.

    In case of contradiction, the hierarchy of the technical documents of the market is the following:
    - This General Technical Specifications Bookthe and Individuals (CPTG/P);
    - Execution Plans and Details;
    - The estimated framework.

    The technical service specifications (CPT) containing the description of the works and the specifications corresponding techniques.

    Site installation
    The materials used and the execution of the work must meet the technical conditions defined by the following documents:
    The laws, decrees, orders, regulations and circulars in force for all building work The standards published by A.F.N.O.R.
    Regulations and standards specific to Mauritanian administrations and public services The surfaces and dimensions of the building of all kinds and the planned levels and manner general, all indications in graphic and written documents cannot, under any circumstances, be modified by a company without the written consent of the project owner.
    This position includes the mobilization of all human and logistical resources for the effective start of work:
    Organization of the construction site area by fitting it out
    The different supply and transport circuits of materials to be evacuated to the public dump
    The different storage areas for raw materials (sand, gravel, etc.) and handling

    Site guarding and temporary connection:
    This position includes:
    Site guarding day and night throughout the duration of the work and until completion reception

    The company will provide sufficient personnel to properly ensure the accomplishment of this task

    Site uniform: Periodic and general cleaning
    This position includes:
    Cleaning of the site and its maintenance throughout the period of work
    General cleaning for the various receptions and at the request of the Project Manager
    The withdrawal of the company and the demobilization of its equipment

    Earthworks
    Location:
    Before proceeding with the execution of the work, it is first necessary to establish the different parts of the project. For this operation, it will also be necessary to install stakes including the heads will be attached to fixed marks. The implementation work will be directed by a technical manager of the company and will be controlled by the coordinator of the Convenio or a member of the project team.

    General Earthworks:
    Consider straightening or leveling to provide a horizontal dimension. The platform must present a uniform surface, the stripped topsoil will be placed in deposits for exempt use.
    The adjustments of earth, gravel, stones will be carried out in layers of maximum thickness of 0.25m.
    The platform surface obtained must be flat and free of depression greater than 0.05m. Excavation:
    The excavations must be carried out manually by the descent of a man to the bottom at the condition of a surface area of ​​1m2 for the rectangular sections, the bottom of the excavations will be erected horizontally in plan, they must be vertical, well arranged and compacted before any concreting.

    Concrete work:
    The pouring

    The concrete for pouring must be poured in such a way as to obtain a uniform and compact concrete, completely covering the frames. The formwork must be filled in order to avoid separations or segregations of the concrete. the distances of the reinforcements between them, and the walls of the Formwork must be sufficient to allow all voids to be filled with concrete. The formwork must be thoroughly cleaned, free of splinters or other irregularities. from previous use and will be soaked with water before starting pouring. THE concrete is poured immediately after mixing, any concrete that has not been used for a half hour, this mixing will be rejected. And for the recovery of the half-poured concrete, it will be necessary to make inclinations of 45 degrees, then resumed with SIKA product.


    Manufacturing and dosing of concrete:
    The concrete used will be made on site, the transport of the production concrete to the location of Pouring will be done in such a way that the concrete will neither disintegrate nor pollute. Dosage will be approved by the project manager and must meet the following conditions:
    The dosage of aggregates (sand, gravel, cement) as well as water.
    The proportioning of the concrete will be carried out in such a way as to meet the requirements for its solidity; there water-cement proportion, its consistency, its waterproofness and the admixtures are respected.
    Clean concrete
    Clean concrete dosed at 150kg/m3 of concrete with mixing placed under the soles, sills and the base with a 5 cm thick layer.
    The reinforced concrete of the soles:
    The reinforced concrete of the insulated soles measuring 60x60x20 will be performed with a dosage of 350kg of cement/m3 of concrete.
    The reinforced concrete of the beams:
    Beams measuring 15x30 which will be placed on pre-posts 45 cm wide covering, of which the concrete will be dosed at 350kg of cement/m3. following homogeneous mixing.

    Reinforced concrete for the posts
    Posts of 15x15x300 dimensions and reinforcement as indicated in the details of the reinforcements on the plans. Dosing and mixing the same as the stringers.
    Floor paving:
    The contractor will be responsible for creating paving on the ground floor of the building. This paving will be made of iron reinforced concrete diameter 6 and dosed at 350kg of cement per cubic meter of a thickness of 10 cm. it will be poured on a clean concrete placed on the form.

    Masonry
    The masonry will be made of solid cement agglomerations. They will not contain any defects, such as such as cracking, deformation or tearing. Their faces will be flat and their edges straight, if necessary, the elements concerned must be removed from the site. Their faces intended to be coated will be rough, and will have good adhesion to the coating. 80 cm walls will be topped with the fence on all 4 sides.
    Smooth coatings
    The exterior and interior will be made of vertical coatings smoothed in mortar.
    Roof:
    The roof will be made of zinc placed on rafters.
