PROJECT PROMOTER:

Caritas Mauritania has been managing human promotion and development projects in the country for over forty years. It has extensive experience in implementing rural development projects. Caritas' actions are based on the identification of groups through a close relationship, support for strengthening their capacities for analysis, and the support of their projects arising from these analyses, in their diversity.

Among its partners, Caritas Mauritania maintains a close relationship with Caritas Spain. This partnership is expressed through:

  • Funding for human promotion projects in Mauritania, including the rural sector
  • Technical support, particularly in human resources, or through consultants
  • A contribution to the awareness of the network of volunteers and donors in Spain.

  • Thus, since 2012 Caritas Mauritania with the support of Caritas Spain has implemented a rural development project in the moughataa of Monguel. Another project conducted in the southern Brakna region, funded by the EU until 2012, was evaluated very positively with good results obtained in the establishment of infrastructure (small irrigated perimeters, rural animation, structuring of producers, search for synergy with other development actors including local authorities and technical services). An integrated development project with village communities was also implemented from 2008 to 2010 in the moughataa of Maghta-Lahjar, with public funds from the Canary Islands.

    In 2014, Caritas Mauritania designed a new community development project in the moughataa of M’Bout, in the north of Gorgol. It partnered with Caritas Spain for its design and implementation. The two entities submitted it for review to the Spanish Cooperation, AECID, through the "Convenio" (Agreement) project call. The term "Convenio" is used in the rest of the document. This first convenio was followed by another in 2018 and a third in 2022.

    AECID funded a first convenio as part of its 2014 project call, followed by a second in 2018 and a third in 2022, the latter currently in progress titled: "Promoting agricultural development, sustainable economic promotion and local governance with a focus on women and youth." and code 002022/PCONV/000401. As part of the development and under the budget of this third convenio, the works published in this specification will be carried out.

    INTEGRATED RURAL DEVELOPMENT PROJECT OF THE NORTHERN GORGOL LOCALITIES



    Overall objective

    Contribute to the fight against poverty and food and nutritional insecurity of the most vulnerable populations of the moughataa of M'Bout through rural development, sustainable economic promotion, and local governance with a particular emphasis on women and youth

    Specific objectives

    SO1 Develop agriculture sustainably in the selected villages of the moughataa of M'Bout to ensure an increase in the availability of quality food with an agroecology approach.

    SO2 Improve physical and economic access to food by creating productive activities and income-generating activities in the moughataa of M'Bout.

    SO3 Strengthen local governance of food and nutritional security by engaging obligation holders through a change-oriented approach and the promotion of equality in the moughataa of Mbout.

    SO4 Promote effective, transparent, and quality aid, within the framework of the ABDH, the capacity building of Caritas staff as responsible actors, open to learning processes.

    Instructions to bidders

    By submitting their bid, bidders accept in full, without restriction, the general and specific conditions governing this market, as the sole basis of this tender procedure, regardless of their own service provider conditions, to which they declare to waive. Bidders are deemed to have carefully examined all forms, instructions, contractual provisions, and specifications contained in this tender document and to comply with them. The bidder who does not provide all the necessary information and documents within the required timeframe will have their offer rejected. No reservation made in the offer by relation to the tender document can be taken into account; any reservation may lead to the immediate rejection of the offer without further evaluation.

    These instructions to bidders define the rules for submission, selection, and implementation of contracts within this tender.

    1. Purpose of the service

    This market aims at the execution of works of 2 gabion thresholds and stony cords in a single lot in the village of Medalla (commune of Soufa) in the moughataa of Mbout.

    2. Characteristics of the structures

    Length of the slope: 40m

    Average height: 3.5m

  • It consists of the following elements:

    B- Characteristics of the thresholds

    The spilling thresholds of 60m long and 1.5m high.

    Closing walls located on the right and left banks overlooking the thresholds by 1 m and with a total length of 125 m.

    A dissipation basin of energy 6 m wide whose base is set at the same level as the foundation of the threshold, this basin is realized using 2X1X0.5m gabion mattresses

    Protection is also planned on the upstream and downstream banks of the thresholds to counteract undermining in case of exceptional floods.

    The thresholds are designed for decadal flood occurrences of 47 and 45 m3/S. Therefore, they can transit these adapted flows with water charges of 0.5 to 0.4m.


    3. Documents constituting the submission

    The offer presented by the candidate will include, under penalty of nullity:

    The submission letter in accordance with the model completed, dated, signed by the bidder to engage the bidder;

    A financial offer including:
  • The estimated and quantitative quote signed and initialed,
  • The trade register,
  • The bank account R.I.B,
  • The NIF certificate,
  • The tax compliance certificate,
  • The CNSS compliance certificate,
  • Provide the exact dates of delivery deadlines,
  • Have an operational bank account


  • A technical offer including the following information:

  • A presentation of the bidder
  • A detailed description of the works to be carried out,
  • The attestations from project owners of markets executed by the bidder proving that the said bidder has conducted in satisfactory conditions similar works;
  • The list of materials and personnel available for the execution of the market;
  • A Methodological Note describing the execution program, the deadline, the methods and means to be implemented;
  • A general planning of the works established in a way to respect the contractual deadlines.



  • 4. Delivery time: specify the duration of the works with a precise schedule.

    5. Financial offer: Make a financial proposal in accordance with the quantitative and estimated quote presented below:

  • 6. Currency: offers must be made in MRU (Ouguiya). The currency of the offer will be that of the contract and payment.

    7. Validity period
    Each bidder remains bound by his offer for a period of 60 days from the deadline for submission of offers.

    8. Language of the offers
    The offers, correspondence, and documents related to the offers exchanged between the bidder and the contracting authority must be written in the language of the procedure which is French.

    9. Presentation of the offers
    9.1 Offers must be received before the specified deadline. They must include all documents specified in point 3 of these instructions and be sent or deposited at the following address:

    9.2 All offers must reach the address indicated in point 9.1 above at no later than Monday, April 17, 2024, at 4:00 PM.

    Technical and financial offers must be placed in separate sealed envelopes.

    NB: a USB key containing your technical and financial proposal must be placed inside the envelope containing the financial offer

    9.4 Candidates are invited to mention their email address to receive the publication of the results later.

    10. Opening of the offers

    10.1
    Candidates who have submitted their proposals are invited, on Thursday, April 18, 2024 at 10:00 AM, to the opening of the envelopes at the Direction of Caritas. Each candidate or representative of a candidate presents his financial offer. In the absence of a candidate, his financial offer will be presented by a member of the Caritas procurement commission.
    A report will be written by the commission and will be available upon request.

    10.2 Any attempt by a bidder to influence the evaluation committee in the procedure of examination, clarification, evaluation, and comparison of offers or aiming to obtain information on the progress of the procedure or to influence the contracting authority in its decision regarding the award of the market leads to the immediate rejection of his offer.

    11. Awarding of the contract
    The technical offer will be scored out of 60 points and the financial offer will be scored out of 40 points, and the total of both will be out of 100 points. Offers will be scored according to the Caritas evaluation grid.

    Offers that have passed the technical evaluation will proceed to the next phase.

    During the final evaluation, the economic offers (which are within the limits of the available budget) will be scored from highest to lowest, the most economical offer obtaining 40 points and the score of the others decreasing based on the weighted value of this basis.

    The contract will be awarded to the bidder who has obtained the highest score following the technical and economic evaluation.
