1. PROMOTER OF THE INTERVENTION:
Caritas Mauritania has been managing human promotion and development projects in the country for over forty years. It has extensive experience in implementing rural development projects. Caritas' actions are based on the identification of groups through a close relationship, support for strengthening their analytical capacities, and the support of their projects derived from these analyses, in their diversity.
Among its partners, Caritas Mauritania maintains a close relationship with Caritas Spain. This partnership is expressed through:
Thus, since 2012, Caritas Mauritania, with the support of Caritas Spain, has been implementing an integrated rural development project in the Moughataa of Monguel. Another project carried out in the southern Brakna region, funded by the EU until 2012, was evaluated very positively with good results obtained in setting up infrastructures (small irrigated perimeters, rural animation, structuring of producers, seeking synergy with other development actors including local authorities and technical services). An integrated development project with village communities was also implemented from 2008 to 2010 in the Moughataa of Maghta-Lahjar, with public funds from the Canaries.
In 2014, Caritas Mauritania designed a new community development project in the Moughataa of M'Bout, in the north of Gorgol. It partnered with Caritas Spain for its design and implementation. Both entities submitted it for the examination of the Spanish Cooperation, AECID, through the "Convenio" (Agreement) project call. The term "Convenio" is used throughout the document.
2. INTEGRATED RURAL DEVELOPMENT PROJECT OF THE NORTHERN GORGOL LOCALITIES
General objective To contribute to the fight against poverty and food and nutritional insecurity of the most vulnerable populations of the Moughataa of M'Bout through rural development, sustainable economic promotion, and local governance with a particular emphasis on women and youth
Specific objectives
SO1 To develop sustainable agriculture in the selected villages of the Moughataa of M'Bout to ensure an increase in the availability of quality food with an agroecology approach.
SO2 To improve physical and economic access to food by creating productive activities and income-generating activities in the Moughataa of M'Bout.
SO3 To strengthen local governance of food and nutritional security by engaging duty bearers through the change-oriented approach and the promotion of equality in the Moughataa of Mbout.
SO4 To promote effective, transparent, and quality aid, within the framework of the HRBA, capacity building of Caritas staff as responsible actors, open to learning processes.
3. OBJECT:
Search for suppliers for the purchase of gas, as part of improving physical and economic access to food through the creation of productive and income-generating activities in the agricultural sector in the Moughataa of M'Bout.

By submitting an offer, the bidder accepts in full, without restriction, the general and special conditions governing this market, as the sole basis of this tender procedure, regardless of its own conditions of service provider, to which it declares to waive ```html . The bidder who does not provide within the required deadlines all the information and documents necessary will see its offer rejected. No reservation made in the offer regarding the tender file can be considered; any reservation may lead to the immediate rejection of the offer without further evaluation.

a- Delivery deadline:
Specify the necessary duration for the purchase and delivery of gas to the different sites, knowing that the desired delivery period is 120 days.
b- Currency
Offers must be submitted in MRU (Ouguiya). The currency of the offer will be that of the contract and payment.
c- Validity period
Each bidder remains bound by its offer for a period of 60 days from the deadline for the submission of offers.
d- Language of the offers
Offers, correspondence, and documents related to the offers exchanged between the bidder and the contracting authority must be written in the language of the procedure, which is French.
e- Presentation of offers
Offers must be received before the specified deadline. They must include all the documents specified in these instructions and be submitted to the following address:

Technical and financial offers must be placed in a single sealed envelope.
No later than April 9, 2024, at 4:00 PM. Any offer submitted after this date will not be considered.
Candidates are invited to mention their email address to subsequently receive the publication of the results.
Candidates who have submitted their proposals are invited, on Wednesday, April 10, 2024, at 10:00 AM, to the opening of the envelopes at the Caritas Directorate. Each candidate or representative of a candidate will present his financial offer. In the absence of a candidate, his financial offer will be presented by a member of the Caritas procurement commission.
f- Monetary unit
The monetary unit for the execution of the contract subject to this consultation is the current Mauritanian currency, the ouguiya (MRU).
g- Documents constituting the submission
The offer submitted by the candidate will include, under penalty of nullity:
The submission letter according to the model completed, dated, signed by the bidder to engage the bidder;
A financial offer comprising:
The estimated and quantified quote signed and initialed (distinguish the amount of gas and the amount of transport);
The trade registry.
The RIB of the bank account.
The NIF certificate,
The tax compliance certificate
The social security compliance certificate
Provide the exact dates of the product delivery deadlines;
Have an operational bank account;
A technical offer including the following information:
A presentation of the bidder
A detailed description of the goods offered
Certificates from contracting authorities of contracts executed by the bidder proving that the said bidder has carried out similar works satisfactorily;
The list of equipment and personnel available for the execution of the contract;
A Methodological Note describing the execution program, the deadline, the methods, and means to be implemented;
A general work schedule established in a way to respect contractual deadlines.
h- Awarding of contracts
The technical offer will be scored out of 60 points, and the financial offer will be scored out of 40 points, making a total of 100 points. Offers will be scored according to the Caritas evaluation grid.
Offers that have passed the technical evaluation will proceed to the next phase.
In the final evaluation, the economic offers (which are within the budget limits) will be scored from highest to lowest, with the most economical offer obtaining 40 points and the scores of others decreasing based on the weighted value of this basis.
The contract will be awarded to the bidder who has obtained the highest score at the end of the technical and economic evaluation.
