Subject: This tender notice aims at THE CONSTRUCTION OF TWO PREMISES FOR STORAGE AND PROCESSING UNITS FOR VEGETABLE PRODUCTS in 2 localities of the municipalities of Boghé and Bababe, "Gourel Boubou" and "Aéré Golléré".

1. This request is open to companies in the field of civil engineering legally established in Mauritania.
2. Taxes and various duties: The market is exempt from all taxes.
3. Currency of the offers: Offers must be made in ouguiya.
4. Contract signing: The contract will be concluded between Caritas Mauritania and the Contractor selected.

GENERAL CONDITIONS


1. MONETARY UNIT
The monetary unit for the execution of the market subject to this consultation is the Mauritanian currency in force, the ouguiya (MRU).


2. DOCUMENTS CONSTITUTING THE SUBMISSION
The offer presented by the candidate will include, under penalty of nullity:

a. The submission letter in accordance with the model completed, dated, and signed.
b. A financial offer including:
1. The completed unit price schedule in its entirety, signed and initialed;
2. The signed and initialed estimated and quantitative statement;
3. The trade register.
4. A bank account R.I.B certificate.
5. The tax compliance certificate
6. The social security compliance certificate

c. A technical offer including the following information:
1. The detailed description of the goods offered in accordance with the technical specifications including, where appropriate, the required documentation.
2. Certificates from contracting authorities of markets executed by the bidder proving that the said bidder has carried out similar works satisfactorily;
3. Lists of materials and equipment available for the execution of the market including those the bidder proposes to acquire for the project's needs;
4. A methodological note describing the execution program, the deadline, the methods, and means to be implemented for each body of work;
5. A general work schedule established to meet contractual deadlines.
6. The number of manpower to be used by category and by body of work;


VALIDITY OF OFFERS
Bidders will remain bound by their offers for a period of 60 days.


3. DEADLINE FOR SUBMISSION OF OFFERS
Offers must be received in a sealed envelope at the specified address above, no later than February 19, 2024, at 4:00 PM.

Any offer received by Caritas Mauritania after the specified deadline above will not be considered.

4. MENTION ON THE OFFERS

5. TAXES AND OTHER CHARGES
This market is exempt from import taxes, VAT, and stamp and registration duties.


6. OPENING OF OFFERS
a- Candidates who have submitted their proposals are invited, on Tuesday, February 20, 2024, at 10:00 AM, to the opening of the envelopes at the Caritas Directorate. Each candidate or representative of a candidate presents his financial offer. In the absence of a candidate, his financial offer will be presented by a member of the Caritas market commission.
A report will be written by the commission and will be available on request.
b- Any attempt by a bidder to influence the Caritas market commission in the procedure of examination, clarification, evaluation, and comparison of offers or to influence the contracting authority in its decision related to the awarding of the market will result in the immediate rejection of his offer.


7. EVALUATION AND COMPARISON OF TECHNICAL OFFERS

The analysis and evaluation of technical offers will be based on the following qualification criteria:

A. Technical references
1. The experience of the provider, list of personnel, CVs, and diplomas of key personnel
2. Certificates of good execution for similar works
3. A methodological note describing the works to be undertaken
4. Work schedule
5. Organizational chart of the site personnel
6. Compliance with the TOR
7. Warranty

B. Equipment
The availability and adequacy of the necessary equipment for the execution of the works. In any case, the Contractor is required to have the necessary equipment in good working condition for the works. At a minimum, he must be in possession of two worker teams (not currently engaged in works).


8. AWARDING OF CONTRACTS

The technical offer will be scored out of 70 points and the financial offer will be scored out of 30 points, and the total of both will be out of 100 points. Technical offers not reaching a minimum of 50 points will be immediately rejected.

Offers that have passed the technical evaluation will move to the next phase.

The formula used to establish financial scores is as follows:

Let Sf = 100 x Fm / F

Sf: the financial score;
Fm: the least expensive financial proposal
and F the amount of the financial proposal considered.

The respective weights attributed to Technical and Financial Proposals are:
T = 70
And P = 30

T+P = 100

The overall score is obtained through the following formula:
S = St x T% + Sf x P%

St: technical score
Sf: financial score

The candidate obtaining the highest overall score will be selected.


9. PAYMENT TERMS

  • Advance for the start of the works at 35% of the contract amount.
  • Payment of 30% upon arrival of the final chaining
  • Payment of 35% upon presentation of the invoice and a completion report.


  • 10. EXECUTION DEADLINE

    The contractual deadline for the works is 60 days, starting from the date of contract signing.


    11. DELAYS AND PENALTIES

    In case of non-compliance with the deadlines set above for the execution of the works, the Contractor is liable to penalties amounting to: 1/2,000 per day of delay of the contract amount.

    The maximum amount of penalties is capped at 10% of the contract amount, beyond which, the contract is liable to be terminated.


    12. ACCEPTANCE OF WORKS

    Acceptance will be pronounced at the end of the works after lifting of observations.


    13. WARRANTY

    The contractor guarantees the premises for three years, from the date of acceptance, from any construction defect.


    14. DISPUTES AND LITIGATION

    If during the works, a dispute arises between Caritas Mauritania and the Contractor and no amicable solution is found, the dispute will be submitted to the competent courts which will decide according to the rules in force in Mauritania.

    I. PURPOSE OF THE TECHNICAL SPECIFICATIONS BOOKLET

    The purpose of this CPT is to specify the technical characteristics and conditions of implementation by the winning contractor of the construction market of two premises for storage and processing units for vegetable products in the municipalities of Boghé and Bababe.

    II. NATURE OF THE WORKS
    The works consist of:
    1. Installation and removal of the site
    2. Earthworks (all kinds of digging and backfilling)
    3. Major works (reinforced concrete, masonry, and plastering)
    4. Carpentry (doors, windows, and metal grilles).
    5. Waterproofing
    6. Painting
    7. Electricity

    A) Site Installation

    The materials used and the execution of the work must meet the technical conditions defined by the following documents:

    The laws, decrees, orders, regulations, and circulars in force for all building works

    The regulations and standards specific to Mauritanian public administrations and services.

    The surfaces and dimensions of the building of all kinds and the levels provided and generally all indications of graphic and written pieces cannot, under any circumstances, be modified by a company without the written agreement of the contracting authority.

    This item includes the mobilization of all human and logistical means for the effective start of the works:

    - Organization of the site area by arranging it.

    - The different supply and material transport circuits to be evacuated to the public dump.

    - The different storage areas for raw materials (sand, gravel...) and handling.

    a) Site guarding and temporary connection:

    This item includes:

    - The guarding of the site day and night throughout the duration of the works and until acceptance
    - The company will provide sufficient personnel to properly perform this task.

    b) Site Maintenance: Periodic and General Cleaning

    - This item includes:
    - The cleaning of the site and its maintenance throughout the period of the works,
    - general cleaning for the different receptions and at the request of the Project Management.
    - the removal of the company and the demobilization of its equipment.


    B/ Earthworks

    1- Layout

    Before proceeding with the execution of the works, the layout of the different parts of the project must first be done. For this operation, it will also be necessary to set up pegs whose heads will be attached to fixed markers - the layout works will be directed by a technical manager of the company and will be controlled by the PASARC project manager or a member of the project team.

    2-General Earthworks:

    Consider a dressing or leveling to set a horizontal level; the platform must present a uniform surface, the stripped topsoil will be stored for exempt use.

    The adjustments of soil, gravel; stones will be carried out by layers with a maximum thickness of 0.25m.

    The obtained platform surface must be flat and free of depressions greater than 0.05m.

    3 Digging:

    The digging must be executed manually by the descent of a man to the bottom under the condition of a 1m² surface for rectangular sections, the bottom of the digs will be dressed horizontally in plan, they must be obligatorily vertical, well shored, and compacted before any concreting.


    C/ Concrete Works:

    1- Pouring

    The concrete for pouring must be poured in such a way as to obtain a uniform and compact concrete, fully enveloping the reinforcements. The formworks must be filled to avoid separations or segregations of the concrete. The distances of the reinforcements from each other, and the walls of the formworks must be sufficient to allow the filling of all voids by the concrete.

    The formworks must be thoroughly cleaned, free of wood chips or other irregularities resulting from previous uses and will be soaked with water before the start of pouring. The concrete is poured immediately after mixing, any concrete that has not been used within half an hour, this mixing will be rejected. And for the resumption of concrete poured halfway, inclinations of 45 degrees must be made, then taken up with SIKA product.

    2-Concrete Manufacturing and Dosage:

    The concrete used will be produced on-site, the transport of concrete from production to the pouring location will be done in such a way that the concrete will not be disaggregated nor polluted. The dosage will be approved by the project manager and must meet the following conditions:

    -the dosage of aggregates (sand, gravel, cement) as well as water.

    -the concrete dosage will be executed in such a way that the requirements regarding its solidity; the water-cement ratio, its consistency, its watertightness, and the admixtures are respected.


    3-Cleaning Concrete

    The cleaning concrete dosed at 150kg/m3 of concrete with a mixing laid under the footings, plinths, and the sub-base by a layer of thickness 5 cm.

    4-Reinforced Concrete for Footings:

    The reinforced concrete for isolated footings of dimensions 80x80x20 will be executed with a dosage of 350kg of cement/m3 of concrete.

    5-Reinforced Concrete for Beams:

    Beams of dimensions 20x30 which will be placed on pre-columns of 45 cm of overlap, whose concrete will be dosed at 350kg of cement/m3 following a homogeneous mixing.

    6-Reinforced Concrete for Columns

    Columns of 15x15x300 dimensions and reinforcement as indicated by the reinforcement details on the plans. Dosage and mixing same as the beams.

    7-Ground Slab:

    The contractor will be responsible for the realization of a ground slab of the building. This slab will be made of reinforced concrete with iron diameter 6 and dosed at 350kg of cement per cubic meter with a thickness of 10 cm. It will be poured on a cleaning concrete laid on the form.

    8-Reinforced Concrete for Beams:

    Beams Po1 of dimensions 15x40 as planned on the execution plans. Dosage and mixing same as beams, columns…

    9-Hollow Body Floor:

    A compression slab of 4cm thickness will be dressed above the hollow blocks placed on prefabricated joists (elements) will be poured at once, with a homogeneous concrete; dosed at 350kg/m3.

    D/ Masonry:

    Hollow concrete blocks manufactured will be made with homogeneous concrete and using a vibro-compactor, they will not have any defect, such as cracking, deformation or tearing. Their faces will be flat and their edges straight, if necessary, the concerned elements must be removed from the site. Their faces intended to be plastered will be rough, and present good adhesion to the plaster.

    E/ Smooth Plasters:
    The plaster will consist of:

    -A finishing layer giving the appearance of the finished plaster completing the waterproofing, dosage: 350kg of CPA per m3 of sand. The total thickness, of the plaster layer, will be 2 cm at the maximum.

    Quality of finished plasters:

    They will present regular, neat, flat surfaces, without flatness or bumps, free of blisters, cracks.

    The adhesion of the plasters to the supports will be perfect. No part should sound hollow under the impact of the hammer.

    They will be applied as well to interior walls, exterior walls as to the parapet of the building.

    F/ Slope Form:

    It will be made of concrete dosed at 200kg of cement/m3. The minimum thickness of this form, at the level of the gutters, must not be less than 3 cm. The arranged slopes must at least be equal to 1.5%.

    G/ Prefabricated Gargoyles:

    They will be executed in Reinforced Concrete of the same composition as the reinforced concrete in elevation, poured in special formworks and will have a very neat finished appearance. Their sections and shapes will be proposed, on a sample, for approval by the project manager, by the contractor during execution.

    H/Carpentry:

    I/Electricity:

    Electrical installation (wiring, switch, socket) and solar equipment all subjections

    J/ PAINTING:

    1-Painting on facades and ceiling:

    Supply and implementation of facade painting, including the following:

    -surface preparation; - enduit finishing,

    -coloration painting,- protective layer and all other subjections

    -Implementation of 2 layers of paint on the concerned parts of the facades.

    -1 coat of impression with vinyl diluted at 10 of water.

    Tyrolean painting on the facades will be done according to the rules of the art with all the other subjections.


    2-OIL PAINTING ON INTERIOR WALLS

    Includes:

    - 1 Energetic and general brushing.
    - 1 coat of impression with vinyl diluted at 10 of water.
    - Smoothing with a ready-to-use plaster knife - sanding of the plaster.
    - A first coat of pure oil ready to use.
    - A second coat of pure oil ready to use (application 3 hours after the first)

    Sample to be presented to the contracting authority for validation of a choice.
